1. Do I need lab experience already to apply to these neurobiology internships?

Not usually. Most of these programs are designed to build research skills from scratch, so prior lab exposure isn't expected. A few of the more advanced or highly selective programs do favor students with some science coursework, so it's worth checking eligibility closely.
